Sisterhood of Temple Shir Shalom By-Laws
Article I
Name
This organization shall be known as Sisterhood of Temple Shir Shalom, Gainesville, Florida.
Article II
Purpose
Sisterhood of Temple Shir Shalom has been organized for the following purposes:
A.Promote and support the goals of Temple Shir Shalom.
B.Empower our youth through support of our Religious School and Youth Group.
C. Acknowledge our members’ contributions and accomplishments.
D.Compassionate out reach to Jewish and humanitarian causes.
E.Encourage Jewish traditions and ethics and strengthen our own Judaism

Article III
Affiliations
Section A: Sisterhood of Temple Shir Shalom exists as an affiliate of Temple Shir Shalom of Gainesville, Florida and shall adhere to policies set forth by the congregation and the Board of Trustees. The Sisterhood shall operate in compliance within the parameters of a religious, charitable, and educational organization as defined within Section 501 (c)(3) of the Internal Revenue Code of 1954, as amended, and in compliance with regulations therein.

Section B: Sisterhood of Temple Shir Shalom shall be affiliated with Women of Reform Judaism, The Federation of Temple Sisterhoods, which is the women’s agency of the Union for Reformed Judaism, and shall include membership in Women of Reform Judaism District 13.

Article IV
Membership

Any women committed to the goals and objectives of the Sisterhood of Temple Shir Shalom, the congregation and the Jewish community shall be eligible for membership.

Article V
Dues

Section A: The amount of annual membership dues shall be recommended by the Executive Board and, with proper notice, approved by a majority vote of the membership in accordance with Article XIII.

Section B: The Sisterhood of Temple Shir Shalom shall pay annual dues to Women of Reform Judaism in the amount established by the delegates at the Women of Reform Judaism Assembly.

Section C: The Sisterhood of Temple Shir Shalom shall pay annual per member dues to the appropriate Women of Reform Judaism District Federation.

Article VI
Executive Board

Section A: The Executive Board of the organization shall consist of the President, Vice-President, 2nd Vice-President, Recording Secretary, Corresponding Secretary, Treasurer, Immediate Past President and 2 Trustees

Section B: The President and Vice-Presidents shall be Jewish and members in good standing of the congregation. All officers shall be members in good standing of the Sisterhood.

Section C: The term of office for Officers shall be two years.

Section D: Officers may be elected for two successive terms. No officer may be elected to the same office for more than two terms. If a Board Member is appointed to fill an Officer’s unexpired term, she shall be eligible for election for a full term to follow that term. The same provision applies if the Executive Vice-President needs to fill the unexpired term of the President.

Article VII
Duty of Officers

Section A: The President shall preside at all meetings of the Sisterhood and of the Executive Board. She shall establish all Committees in consultation with the Board, call special meetings of the Sisterhood, cooperate with all the committees in their work, and perform all duties pertaining to the Office of President.

The President shall be an ex officio member of all committees except the Committee on Nominations. The President, with the concurrence of the Executive Board shall fill any vacancy that occurs in any office or on the Board for the unexpired term.

The President shall represent the Sisterhood on the Congregation’s Board of Trustees as an ex-officio member with the right to vote.

Section B: The Vice-Presidents, in their order, shall perform the duties of the President in the event of her absence or inability to act and shall assist the President in the discharge of her duties.

The order of succession for the Vice-Presidents is Vice-President, 2nd Vice-President and each is responsible for the work of their respective committees.

Section D: The Corresponding Secretary shall attend to all of the Sisterhood’s correspondence

Section E: The Treasurer, duly bonded, shall supervise the collection of all dues and other funds designated for the Sisterhood of Temple Shir Shalom. She shall promptly deposit all funds in the financial institution designated by the Executive Board. She shall keep a record of all monies received and distributed.

The Treasurer shall issue checks on funds only when presented with vouchers bearing the signature of the President, Vice-President or committee chair under whose directive the expense occurred. Each check must bear two signatures. Those authorized to sign checks for the Sisterhood are the Treasurer, the President or, in her absence, another designated signator.

The Treasurer shall render a monthly financial statement of finances, and at the Annual Meeting, she shall present a complete report that has been duly audited. All papers, monies and documents in her possession shall be delivered to her successor upon the new Treasurer’s installation or at the end of the fiscal year.

Article VIII
Committee Board

Section A: Any woman who is a member of the Sisterhood of Temple Shir Shalom in good standing may be appointed to the Committee Board of the Sisterhood to serve in the capacity of committee chairperson.

Section B: Committee activities shall function through the four committees, each headed by a Vice-President, corresponding to the departments of Women of Reform Judaism.

Section C: All additional standing, special or ad hoc committees or task forces such as the Board finds necessary to create, shall be appointed and assigned to the Vice President in charge of the appropriate committee or to a chairperson appointed by the President.

Article IX
Fiscal Affairs

Section A: The fiscal year shall be from July 1 to June 30, as these dates coincide with Women of Reform Judaism’s fiscal year.

Section B: In the event of an emergency, the President shall be empowered to spend a sum not exceeding a ceiling amount to be determined by the Executive Board.

Article X
Nominations and Elections

Section A: Nominations of officers shall be made by a Committee on Nominations appointed by the President, with the consent of a majority of the Executive Board. The Committee on Nominations shall consist of two (2) members of the Executive Board and one (1) member of the membership at large. One member from the Executive Board would be designated chair of the committee. All members of the Committee on Nominations shall be in good standing.

Section B: The Committee on Nominations shall present a report to the general membership two months prior to the general election. Additional nominations may be submitted by a petition signed by at least five Sisterhood members in good standing to the Chair of the Committee for consideration not later than one month prior to the election. The names reported by the Committee prior to the election shall constitute the official slate.

Section C: The Executive Board shall be elected by ballot at the regular Annual Meeting.

Article XI
Meetings

Section A: General membership meetings of the Sisterhood shall be held at regular intervals to be determined by the Executive Board. One meeting at the end of the Sisterhood year shall be designated the Annual Meeting.

Section B: The Executive Board shall meet monthly, September through May.

Section C: Special meetings of the Executive Board may be called upon the request of the President and must be called upon the written request of at least five Board members.

Section D: Special meetings of the general membership may be called at the request of the President and must be called upon the written request of at least ten members in good standing of the Sisterhood.

Article XII
Voting

Section A: Votes may be taken only when a quorum is present

Section B: One-third of the members shall constitute a quorum at any meeting of the Executive Board. One-quarter of the members in good standing shall constitute a quorum at any general membership meeting.

Article XIII
Delegates to Women of Reform Judaism Assembly
Section A: Names of Delegates to the Women of Reform Judaism Assembly shall be submitted for approval to the Executive Board by the President. Only Sisterhood of Temple Shir Shalom members in good standing are eligible to be delegates. The number of allotted delegates will be determined by the Constitution of Women of Reform Judaism.

Section B: The same number of Alternates to the Assembly and an unlimited number of Officials Visitors may also be named.

Article XIV
Parliamentary Authority

All meetings of the Sisterhood shall be conducted in accordance with Robert’s Rules of Order, Newly Revised.

Article XV
Amendments

Section A: The bylaws of the Sisterhood of Temple Shir Shalom may be amended at a Sisterhood general membership meeting, provided that the proposed amendment has been submitted in writing to the Board of Directors at least sixty days prior to the meeting. In addition, the proposed amendment must have been noticed at one general membership meeting for action to be taken upon at the following meeting. The Executive Board may inform the members of its opinion on the proposal. A two-thirds vote of those present and voting is necessary for adoption. The effective date of any amendment shall be the date of adoption, unless provided otherwise in the language of the amendment.

Section B: These by-laws shall be reviewed at least every four years.
